– The Ship Master is in the highest command of the whole vessel and is responsible for the safety of the vessel, safe navigation, her cargo onboard, the crew members, environmental protection and the third party; he is also responsible for the welfare of crew, trade interest of the owner and chaterer, and compliance of the rules, regulation of the port and government.
– Responsible for implementation of the shipboard SMS, supervision, training and encouraging the crew to take part in the SMS and prevention of the environmental pollution, giving the clear commands and instructions to the crew to execute their tasks.
– Responsible for revision of the regulations, procedures, finding the deficiencies, non-conformity in the SMS Manual and report to the Designated Person (DP) for revision and additional modification.
– Actively participate in the development and review of shipboard instructions and procedures to ensure effective operational and safety guidelines.
– Establish a platform for regular meetings and open communication between all involved parties to discuss and contribute to the development of procedures.
– Responsible for management and maintenance of the ship, her equipments in order to keep the vessel seaworthy and in good condition according to the SMS Manual.
– Responsible for ship management, observing, inspecting and timely finding the technical, structural deficiencies of deck and engine equipments, which may affect the shipboard normal operation, and causing the lack of safety or environmental pollution. He must report to Managing Director (MD), technical manager, and Designated Person (DP) for assistance to correct those deficiencies.
– Ensure that ship’s navigational outfit is fully corrected and in date. Ensure that ship’s navigational systems are maintained in full working order, and that testing and calibration is carried out in accordance with Company Guidelines, Bridge Procedures Guide and SOLAS Regulations.
– To maintain validity and security of all ship’s statutory certificates, and in conjunction with office to renew in time
– Ensure that all company and statutory publications (Controlled Documents) are fully updated and available to ship’s personnel.

– Ensure compliance with company policies, local and international laws relating to operation of vessels and strict compliance with current pollution regulations.
– In conjunction with ship managerment team, schedule, conduct and record safety training and emergency drills, and security training and drills. Such schedule to ensure that all training meets requirements of SOLAS regulations, all other international statutory and environmental protection regulations.
– In conjunction with ship management team, develop a training program to ensure that all crew consistently, and appropriately meet the Company’s requirements with regards to onboard STCW training.
– To ensure that all port entry/clearance documentation is completed in a proper manner. – Review all Oil and Garbage record books, Annex VI bunker log book, cargo record book and other environmental related documentation for completeness and accuracy.
– Always pay attention to the material and spiritual welfare, and the health of the shipboard crew, and keep the mutual and collective relation among the crew.
– Responsible for fulfillment immediately the report and record in SMS Manual. – The ship Master has the Overriding Authority and responsibility to put forward the decisions in respect of the matters related to safety and environmental pollution protection. The Ship Master is not bound to the owner and charterer in regard to his professional decisions necessary to the safe navigation, especially in the bad conditions of sea and weather. And should report to Company and Authorities, parties concerned.
– The Ship Master in whatever case, is responsible to keep constant communication with Company. – In case of The Ship Master’s absence, some of his responsibility and authority will be taken over by C/O and Duty Officer.

C/O is a Chief of shipboard Deck department and may be a Ship Safety Officer when appointed by the company.
– To keep and take charge of a navigational watch from 04:00 to 08:00 and 16:00 to 20:00. – At all times consult and inform Master on all operational matters.
– Give daily instructions concerning work assignments to his deck crew as Look-out, cargo handling watch shift, anchor watch shift, gangway watch, maintaining.
– Supervise the deck maintenance, ensure the work completion and responsible to the Master for the completion of assigned task.
– On arrival or departure of the ship, C/O should organize his deck crew at assigned mooring/unmooring and anchoring as required by the Master.
– C/O must assist The Ship Master to conduct all drills for whole crewmembers according to the SMS. The training course should be concentrated to the safety, protection of the environmental pollution and security
– Responsible to The Ship Master for loading/discharging cargo. His obligation is stipulated in Cargo operation/ handling Manual and other related procedures.
– Responsible for deck maintenance. Draw up, assign, supervise, record the maintenance plan and ensure the material for deck maintenance plan. Performance stipulated in “OFS-PMS-PR03: Plan Maintenance System Procedure” and other related procedures.
– Work closely with Chief Engineer to monitor and maintain systems, cargo monitoring devices, environmental protection equipment/devices and safety equipment.
– Responsible for the deck property, material, store.
– When appointed, C/O is a Safety officer, Security Officer, is responsible for shipboard safety management, environmental protection, security and shipboard crew safety labour. He should report the safe task in the monthly meeting of Safety, health management commitees.

– To keep and take charge of a navigational watch from 00:00 to 04:00 and 12:00 to 16:00. – When berthing/ un-berthing the second officer is at the ship’s stern or as Master’s command. – The second officer is responsible for navigation:
✓ Manage, inspect, and maintain the nautical equipments including the navigation lights, air/elect. Horn, signal flags, Nations flags etc.

– When the vessel departs/arrives, the Third Officer is to assist the Ship Master at the Navigation Bridge.

– To be responsible for organizing of industrial cleaning in engine room. – If the vessel needs no 2nd engineer, engine watch is assigned as follows: ✓ The chief engineer is duty on navigation watch from 08:00 to 12:00 and 20:00 to 24:00. ✓ The third engineer is on navigation shift from 00.00 to 04:00 and 12:00 to 16:00. ✓ The fourth engineer is on navigation shift from 04:00 to 08:00 and 16:00 to 20:00 ✓ When the vessel is not in navigation, the Chief engineer is responsible for allocation and assignment to the crew of the engine department.

– Assist and train the interior engineer officers and oilers, especially the new embarking crew. – Perform completely the reports, records according to SMS Manual and submit to Chief engineer.

The 4th Engineer reports directly to the Chief Engineer. Their responsibilities include:
– Maintaining engine watch-keeping duties during the shifts of 08:00-12:00 and 20:00-24:00, as detailed in procedure “OFS-NAV-PR10 Watchkeeping for Engine Dept.”
– Adhering to all related procedures, including “OFS-OPR-PR03- ENGINE OPERATIONS SAFETY PROCEDURE.”
– Ensuring the technical maintenance and effective operation of the following equipment: ▪ The pipes system, including the cargo pipes (if any).
▪ Pump system: bilge, discharge and independent pumps like cargo oil pump, ballast pumps and associated servicing system.
▪ Engine room and pump room ventilation system.
▪ Pollution preventive appliances
▪ Deck machinery like windlass, mooring capstan and signal equipments.
▪ Lifeboat engine.
▪ Sanitary and sewage water system.
▪ Auxiliary and economical (if any) boilers.
▪ Cargoes pump prime mover.
– To be responsible for spare parts planning submitted to C/E for approval and maintaining the equipments under his own management.
– Before cargo handling, ballast operation, 4th engineer should inspect with C/O the cargo tanks (if any), ballast pipes system etc.
– Assist and train engine crew- oilers, especially the new embarking crew. – Perform completely the reports, records according to SMS Manual and submit to Chief Engineer.

– To guide and supervise subordinates in the deck department, take the initiatives in the performance, the duties assigned and assist the C/O in his functions.
– Upon the receiving work orders from the C/O, the same is being delegate to the crew and necessary efforts are made to increase efficiency and ensure safety.
– Participate in preparation of the vessel for arrival and departure port, participate in cargo loading, discharging operation as instructed;
– Attend anchor and mooring station during arrival, departure port as instructed. – Take part in watch keeping at sea as a helmsman or lookout and take part in watch at anchorage, at berth as required if holding appropriate certificate;
– To evaluate the sufficiency of experience and skills of his subordinates, guide them, and report the necessary details to the chief officer.
– Have a thorough knowledge of duties, and work with other department. – To be responsible for the maintenance of parts, accessories and tools. – To accept and manage items in the ship’s store, and formulate an effective and economical way of distribution utilization of the said items.
– Undertake shipboard repairs as directed, adhering to safety regulations and established procedures
– Provide practical input and collaborate with deck officers in the development and improvement of work instructions and procedures for deck operations, maintenance, and safety, contributing to effective guidelines.
– Educates and trains subordinates and provides appropriate guidance with instruction of the C/O.
– Submits accomplishment report as per maintenance plan for each voyage to the C/O and inquires for any additional instructions.

Fitter (in general) assists Chief Engineer/ Second Engineer to fit and assemble metal parts and subassemblies to fabricate production machines and other equipment. His main job are below:
– Determines suitable material, method and sequence of operations and machine settings – Fits fabricated metal parts and assembles them;
– Checks metal parts for accuracy, clearance and fit;
– Makes metal/ fabrication work relating to welding, cutting, lathing and shaping; – May erect machines and equipment.
– To be under assignment of second engineer.
