Duties/Jobs

1

Responsible for the safe and efficient operation of the Company’s vessels.

2

Provide guidance and provide solutions to technical issues to ensure the readiness, adequacy and optimal operation of vessels to meet the requirements of operations and business activities.

Plan, coordinate, and manage the periodic maintenance schedule of the fleet, plan for the docking of ships for repair, maintenance, and upgrades as required

Manage and control the budget for maintenance, repairs, installations, spare parts, lubricants, chemicals, gas and other consumables.

Implement the work plan within the approved budget to ensure that the vessel is always in a safe condition and eligible to operate in accordance with the requirements of the National Flag and Registration Association, and meets all necessary regulatory standards.

Organize and plan the completion of work within the stipulated deadlines and approved budgets according to quality standards to optimize the use of vessels in a fleet.

Ensure that the work is completed under contract and that additional and emergency work is completed within the budget, time allowed, ensuring that the necessary quality standards are met.

Coordinate and control the supply of necessary spare parts and equipment, especially important equipment as required.

Perform and issue appropriate examinations, inspections and certifications as required by the ISM Code, Maritime Law, the regulations of registration, the requirements of the Flag State and other standards required by the Company.

Apply best practices in safety management and promote safe working culture and methods in operations and business activities.

To serve as a point of contact between all levels to inform and discuss important operational/technical issues affecting the readiness of vessels in the fleet and to serve as   the main point of communication between vessels and shore support teams.

Keep up with the development, technical progress as well as the application of the industry. Promote the adoption of vessel upgrade experiences or adopt emerging technologies to optimize performance.

Duties/Jobs

1

Monitor the expiration dates of certificates for the ships under management. Directly contact or inform relevant departments to renew and extend certificates from the administrative authority (flag state) (Class certificates, certificates for Global Maritime Distress and Safety System (GMDSS) equipment, Life-Saving Appliances (LSA), Ship Security Assessment (SSA), etc.

Prepare and updating manuals for vessels under management

Regularly inspect the vessels according to the regulations of the company’s LSM (Landing Ship Medium) system.

Perform internal ISM/ ISPS/ MLC audits of vessels

5

Pre-vetting and transferring equipment to invite vetting/vessel evaluation at the requirement of the Operations & Technical Department

Arrange vetting, internal auditors, inspectors and participate in vetting/inspection/internal audit of vessels, After vetting, address deficiencies and report to relevant parties

7

Monitor the rectification of deficiencies identified during ship evaluations, audits, inspections, PSC inspections, near-miss reports, etc. Investigate to clarify the causes and propose corrective action plans, and follow up until fully resolved and the case is closed

Monitor all reports of technical defects, near-misses, non-conformities, incidents/accidents of ships sent to the Company. Investigate to clarify the causes and propose corrective action plans, and follow up until they are fully resolved and the case is closed. Participate in accident/incident investigations with third parties if necessary

Receive the minutes and reports sent by the vessel and review those documents, then send them to the DPA/Head of the Department for confirmation of review (if necessary). Keep it on record and update it in department’s filing.

Maintain good communication with the Master and crew members on the ship. Set an example in implementing safety procedures when boarding the ship.

Closely coordinate with the technical experts in charge of the vessel in solving and overcoming technical defects.

Monitor and update nautical charts and publications of vessels. Approve the vessel’s requirement and transfer it to the Department Head to approve, contact supply, receive and deliver off the vessel.

As the focal point for coordinating with insurance specialists and technical experts to complete the investigation of the cause, complete the dossiers according to the LSM or the requirement of the 3rd party, complete the dossier of insurance claims or accidents.

Control the navigation safety of the vessels under their charge, carry out the maritime safety assessment

Coordinate with the Operations & Technical Department and the Captain to prepare all safety and security instructions when the vessel has a new route or new port.

Participate in the drafting of content and instructions, if necessary, safety, security and environmental protection training programs for new seafarers and updated programs for existing seafarers. Make comments and assess the capacity of seafarers if required

Participate in the drafting of safety notices to be sent to the fleet, upon request. Write articles for newsletters and the Company’s website.

Comply with and instruct employees in the department to strictly implement the Company’s policies, regulations, and quality management system.
