The Ship Master is in the highest command of the whole vessel and is responsible for the safety  of the vessel, safe navigation, her cargo onboard, the crew members, environmental protection  and the third party; he is also responsible for the welfare of crew, trade interest of the owner and  chaterer, and compliance of the rules, regulation of the port and government. 

Responsible for implementation of the shipboard SMS, supervision, training and encouraging the  crew to take part in the SMS and prevention of the environmental pollution, giving the clear  commands and instructions to the crew to execute their tasks. 

Responsible for revision of the regulations, procedures, finding the deficiencies, non-conformity  in the SMS Manual and report to the Designated Person (DP) for revision and additional  modification. 

Actively participate in the development and review of shipboard instructions and procedures to  ensure effective operational and safety guidelines. 

Establish a platform for regular meetings and open communication between all involved parties  to discuss and contribute to the development of procedures. 

Responsible for management and maintenance of the ship, her equipments in order to keep the  vessel seaworthy and in good condition according to the SMS Manual. 

Responsible for ship management, observing, inspecting and timely finding the technical,  structural deficiencies of deck and engine equipments, which may affect the shipboard normal  operation, and causing the lack of safety or environmental pollution. He must report to Managing  Director (MD), technical manager, and Designated Person (DP) for assistance to correct those  deficiencies. 

Ensure that ship’s navigational outfit is fully corrected and in date. Ensure that ship’s navigational  systems are maintained in full working order, and that testing and calibration is carried out in  accordance with Company Guidelines, Bridge Procedures Guide and SOLAS Regulations. 

To maintain validity and security of all ship’s statutory certificates, and in conjunction with office  to renew in time 

Ensure that all company and statutory publications (Controlled Documents) are fully updated and  available to ship’s personnel.

JOB DESCRIPTION FOR OIL TANKER OFS-HRM-PR07/2 

Ensure compliance with company policies, local and international laws relating to operation of vessels and strict compliance with current pollution regulations. 

In conjunction with ship managerment team, schedule, conduct and record safety training and  emergency drills, and security training and drills. Such schedule to ensure that all training meets  requirements of SOLAS regulations, all other international statutory and environmental  protection regulations. 

In conjunction with ship management team, develop a training program to ensure that all crew  consistently, and appropriately meet the Company’s requirements with regards to onboard  STCW training. 

To ensure that all port entry/clearance documentation is completed in a proper manner. Review all Oil and Garbage record books, Annex VI bunker log book, cargo record book and other  environmental related documentation for completeness and accuracy. 

Always pay attention to the material and spiritual welfare, and the health of the shipboard crew,  and keep the mutual and collective relation among the crew. 

Responsible for fulfillment immediately the report and record in SMS Manual. The ship Master has the Overriding Authority and responsibility to put forward the decisions in  respect of the matters related to safety and environmental pollution protection. The Ship Master  is not bound to the owner and charterer in regard to his professional decisions necessary to the  safe navigation, especially in the bad conditions of sea and weather. And should report to  Company and Authorities, parties concerned.  

The Ship Master in whatever case, is responsible to keep constant communication with Company. In case of The Ship Master’s absence, some of his responsibility and authority will be taken over  by C/O and Duty Officer.

Main Function 

Handling and quality control of cargoes. Fabric maintenance  throughout the ship, with the exception of the engine room. The  organization and maintenance of safety standards through his  role as Safety Officer when appointed.

Act as Security Officer when appointed

Act as Spill Control Officer

The management of a routine navigational bridge watch.

To undertake any other duties as required

Participate as full member of SMT, deputize for Master in his  absence or incapacity.

C/O is a Chief of shipboard Deck department and may be a Ship Safety Officer when appointed  by the company. 

To keep and take charge of a navigational watch from 04:00 to 08:00 and 16:00 to 20:00. At all times consult and inform Master on all operational matters. 

Give daily instructions concerning work assignments to his deck crew as Look-out, cargo handling  watch shift, anchor watch shift, gangway watch, maintaining. 

Supervise the deck maintenance, ensure the work completion and responsible to the Master for  the completion of assigned task. 

On arrival or departure of the ship, C/O should organize his deck crew at assigned  mooring/unmooring and anchoring as required by the Master. 

C/O must assist The Ship Master to conduct all drills for whole crewmembers according to the  SMS. The training course should be concentrated to the safety, protection of the environmental  pollution and security 

Responsible to The Ship Master for loading/discharging cargo. His obligation is stipulated in Cargo  operation/ handling Manual and other related procedures. 

Responsible for deck maintenance. Draw up, assign, supervise, record the maintenance plan and  ensure the material for deck maintenance plan. Performance stipulated in “OFS-PMS-PR03: Plan  Maintenance System Procedure” and other related procedures. 

Work closely with Chief Engineer to monitor and maintain systems, cargo monitoring devices,  environmental protection equipment/devices and safety equipment. 

Responsible for the deck property, material, store. 

When appointed, C/O is a Safety officer, Security Officer, is responsible for shipboard safety  management, environmental protection, security and shipboard crew safety labour. He should  report the safe task in the monthly meeting of Safety, health management commitees.

To keep and take charge of a navigational watch from 00:00 to 04:00 and 12:00 to 16:00. When berthing/ un-berthing the second officer is at the ship’s stern or as Master’s command. The second officer is responsible for navigation: 

Manage, inspect, and maintain the nautical equipments including the navigation lights, air/elect.  Horn, signal flags, Nations flags etc. 

Manage, update, and correct the nautical charts, navigational and special publication, materials,  maintain the deck SMS Manual, nautical log book, various kinds of W/H forms, documents. Set up the sea passage plan according to the Ship Master Instructions, and approval. Take charge of a cargo watch in port and assist with all cargo operations as directed by Chief  Officer. 

To be fully aware of all company and statutory regulations applicable to operations in the above  with special regard to safety, security and protection of the environment. 

Fulfill his assigned duties in ship emergency organization as per SMS. (See Manual). Assist with safety and general training as directed. 

Carry out a program of self development training to acquire the professional knowledge and  operational skills to prepare him for promotion to Chief Officer. 

Contribute th expertise in cargo operations, deck management, and safety to the joint  development of shipboard instructions and procedures, ensuring their effectiveness in promoting  safe, efficient, and compliant operations. 

Familiarize himself with all aspects of Company Safety Management Manual with particular  reference to safety of personnel and protection of the environment.

The third Officer is the nautical officer duty on shift from 08:00 to 12:00 and 20:00 to 24::00  every day and takes a watch shift as required by the Ship Master / C/O. Perform as in OFS OPR-PR04-FM01 Wachkeeping for Deck Dept” and other related procedures. 

When the vessel departs/arrives, the Third Officer is to assist the Ship Master at the  Navigation Bridge. 

To be instructed by the ship master to take responsibility for: 

Management, maintenance of Life saving Appliances. Performance stipulated in “OFS-PMS PR03: Plan Maintenance System Procedure” and other related procedures. Observe, maintain the fire fighting appliances. Performance stipulated in “OFS-PMS-PR03”  other related procedures. 

To be responsible for administrative, stationary work, to assist The Ship Master prepare the  procedures for departure/ arrival. 

Take charge of a cargo watch in port and assist with all cargo operations as directed by Chief  Officer. 

To be fully aware of all company and statutory regulations applicable to operations in the  above with special regard to safety, security and protection of the environment. To be the head of shipboard engine department is responsible for operating and functioning  of all machinery onboard; managing all kinds of F.O., D.O, L.O., grease and spare parts for  the whole machinery and equipment. 

To be responsible for maintenance of SMS in the engine department. Fulfill the report,  record according to the requirements of SMS. Maintain the SMS Manual of engine  department. 

To be responsible for revision of regulations, procedures related to engine department in  order to find any deficiency, non-conformity in the SMS; reports in the shipboard meeting  of HSE Committee; Make request to Designated Person (DP) for revision and additional  amendment. 

Actively participate in the development and review of engineering-related shipboard  instructions and procedures to ensure effective operational and safety guidelines. To be responsible for maintenance of M.E effectiveness and safety at designed speed and  normal consumption. 

To be responsible for management of engine spare parts, and those essential for class  requirements. 

To be technical assistant to the ship’s Master, helping the ship’s Master in shipboard  management, settlement of technical problems, making technical report, engine accident  report as requested by the Master. 

To be responsible for control and maintenance of Planning Maintenance System (PMS),  preparation of engine department effectively for class survey. Executed according to OFS PMS-PR03: Plan Maintenance System Procedure” and relevant procedures.

Ensure that safe working practices are followed in all aspects of his department’s work with  particular reference to personal protection, control of hotwork, emergency procedures and  protection of the environment.

Main engine, propeller system (clutch, reduced gear…)

To be responsible for organizing of industrial cleaning in engine room. If the vessel needs no 2nd engineer, engine watch is assigned as follows: The chief engineer is duty on navigation watch from 08:00 to 12:00 and 20:00 to 24:00. The third engineer is on navigation shift from 00.00 to 04:00 and 12:00 to 16:00. The fourth engineer is on navigation shift from 04:00 to 08:00 and 16:00 to 20:00 When the vessel is not in navigation, the Chief engineer is responsible for allocation and  assignment to the crew of the engine department. 

Be thoroughly familiar with ship’s emergency organization, environmental protection plans  and other company contingency plans. Be ready in all respects to fulfill his full role within  these plans. 

To ensure that engine staff and any other ship’s personnel working under his supervision  are familiar with their assigned tasks;

To be responsible for spare parts planning submitted to C/E for approval and maintaining  the equipments under his own management. Performance as in “OFS-PMS-PR03: Plan  Maintenance System Procedure” and relevant procedures.  

Assist and train the interior engineer officers and oilers, especially the new embarking crew. Perform completely the reports, records according to SMS Manual and submit to Chief  engineer. 

Performs his task according to C/E assignment and allocation. 

Fulfill his assigned duties in ship’s emergency organization as per Company Safety Manual. Familiarize himself with all aspects of Company Safety Manual with particular reference to  safety of personnel and protection of the environment.

The 4th Engineer reports directly to the Chief Engineer. Their responsibilities include: 

Maintaining engine watch-keeping duties during the shifts of 08:00-12:00 and 20:00-24:00,  as detailed in procedure “OFS-NAV-PR10 Watchkeeping for Engine Dept.” 

Adhering to all related procedures, including “OFS-OPR-PR03- ENGINE OPERATIONS SAFETY  PROCEDURE.” 

Ensuring the technical maintenance and effective operation of the following equipment: The pipes system, including the cargo pipes (if any). 

Pump system: bilge, discharge and independent pumps like cargo oil pump, ballast pumps  and associated servicing system. 

Engine room and pump room ventilation system. 

Pollution preventive appliances 

Deck machinery like windlass, mooring capstan and signal equipments. 

Lifeboat engine. 

Sanitary and sewage water system. 

Auxiliary and economical (if any) boilers. 

Cargoes pump prime mover. 

To be responsible for spare parts planning submitted to C/E for approval and maintaining  the equipments under his own management.  

Before cargo handling, ballast operation, 4th engineer should inspect with C/O the cargo  tanks (if any), ballast pipes system etc. 

Assist and train engine crew- oilers, especially the new embarking crew. Perform completely the reports, records according to SMS Manual and submit to Chief  Engineer. 

Perform his task according to C/E assignment and allocation. 

Familiarize himself with all aspects of SMS with particular reference to safety of personnel  and protection of the environment.

Perform  repair and maintenance electric and electronic components of cargo handling equipment,  lightings, panels, transformers, conductors, generators, and other electric equipment.  Make maintenance plan and show it to the Chief engineer for approval.  Manage spare parts relating to electricity.  

Make megger report and repairing & maintenance report to Chief engineer.  Carry out other jobs assigned by Chief engineer. 

Familiarize himself with all aspects of SMS with particular reference to safety of personnel  and protection of the environment.

Upon the receiving work orders from the C/O, the same is being delegate to the crew and  necessary efforts are made to increase efficiency and ensure safety.  

Participate in preparation of the vessel for arrival and departure port, participate in cargo  loading, discharging operation as instructed;

Provide practical input and collaborate with deck officers in the development and  improvement of work instructions and procedures for deck operations, maintenance, and  safety, contributing to effective guidelines. 

Educates and trains subordinates and provides appropriate guidance with instruction of the  C/O. 

Submits accomplishment report as per maintenance plan for each voyage to the C/O and  inquires for any additional instructions.

Fitter (in general) assists Chief Engineer/ Second Engineer to fit and assemble metal parts  and subassemblies to fabricate production machines and other equipment. His main job are  below: 

Determines suitable material, method and sequence of operations and machine settings Fits fabricated metal parts and assembles them; 

Checks metal parts for accuracy, clearance and fit; 

Makes metal/ fabrication work relating to welding, cutting, lathing and shaping; May erect machines and equipment.
